The Department is tasked with the functions of protecting the United States from within, at, and outside its borders; it is supposed to prepare for any eventuality, prevent it from happening and respond promptly if it ever happens. The Department has been tasked with various responsibilities, which include; counterterrorism, aviation security, border security, maritime security, cybersecurity, administration, and enforcement of immigration laws, protection of national leaders, detection of and protection against biological, chemical, or nuclear threats, and response to disasters.

Risk management is the process whereby a threat is identified, assessed, a plan to eliminate them is put in place, and finally, the implementation of the plan to achieve the set goals. Homeland security is a complex department that is prone to risks, and thus there is a need to use a sound risk management framework. The organization ought to assess both internal and external risk factors which have the potential of causing loss of life, injuries, loss of property, environmental degradation, and loss of economic activities. Risk management also enables Homeland security to distinguish between alternating actions by prioritizing risk-free activities and thus minimizing the risks involved (Willis et al., 2018).
Homeland security uses risk management in a sound decision-making process; they can do so by establishing the capacity and capability to identify, assess, and address challenges and opportunities presented. They apply risk management approaches to making and implementing improved decisions; such
