The focus of the paper is to apply the framework (outlined below) to a social welfare policy. The paper is not to include an analysis of the social welfare program.
The social problem can be related to one of the following fields of social work practice that impact CYF:

After identifying a social problem (e.g., disproportionality of children of color in Ohio’s juvenile justice system; lack of safe, affordable housing; lack of preventive health care for children and their parents; lack of adoptive homes for children of color; etc.),
conduct an analysis of the policy (ies) designed to address the social problem based on the policy framework provided below. It is suggested students select a policy that is specific and discrete. Be sure to provide responses to items found in the following outline.

Do the goals of the policy positively affect the redistribution of income, resources, rights, entitlements, rewards, opportunities, and or status?
Do the goals of the policy contribute to a better quality of life for the target population?
Does the policy contribute to positive social relations between the target population and the overall society?
Are the goals of the policy consistent with the values of professional social work?
What is the political feasibility of the policy? (support for or oppose the policy)
Is funding adequate? Is there support for increased funding to successfully implement the policy? (Economic feasibility)
Administrative feasibility; do the agencies or organizations have the knowledge, skills, expertise and resources to implement the policy? (Effectiveness and efficiency)
Paper Requirements:
The policy paper is to be 8-10 pages in length, typed, and doubled-spaced. The paper is to include a Cover Page identifying the following: course title, student’s name, title of the paper, and instructor’s name.. A bibliography or reference page is to be included. The written paper, including scholarly references
Criteria for Grading Papers
The grading criteria for the paper are as follows:
• The content of the paper addresses each of the required components (i.e., the framework for policy analysis contained in the outline) and is clearly written, thorough and detailed
• The paper is coherent and focuses on the selected topic; the flow of information in the paper is logical
• The paper is written with precision and clarity
• The analysis is thorough and addresses the required criteria
• Appropriate references that support the student’s thinking are used for the paper.
• The paper is formatted correctly as required (required minimum number of pages, typing, page numbers, etc.) including an abstract
• The paper is written and referenced per the Publication Manual of the American Psychological Association
• The paper contains a Cover Page with the required information

Abstract
Since policies and procedures governing juvenile justice are developed through a public process, the approach is often influenced by the interaction of juvenile justice officials, judges, political actors, local bureaucrats, and program administrators. The resulting policy contains unique and identifiable designs with the aim of reducing crime rates among the juveniles, increasing juvenile diversion, and eliminating discrimination in the juvenile system. Juvenile court proceedings and crime policies have so far occasioned a disproportionate focus on the penal responses of minority youth groups and the youth of color specifically. Even with the levels of youth confinement and crime rates falling steeply, children of color and the youth, in general, remain inappropriately represented in almost all points of the juvenile justice system in the United States. These range from the point of being charged and confinement, to the process of being transferred to adult courts. Different states have begun implementing policies aimed at reducing the widespread wave of ethnic disparities and the racial discrimination in the juvenile justice systems. The purpose of this paper is to analyze Ohio's Child Protection Law Reform Initiative which impacts on Child, Youth, and Family (CYF) system, but in this case, focusing primary on children of color in detention facilities.
