Introduction
Effective healthcare financing systems provide for the allocation of sufficient funds for the delivery of care and guarantee citizens protection from impoverishment due to health-related expenses (Chemouni, 2018). The ultimate goals of successful healthcare financing systems include ensuring universal health insurance coverage and promoting the right of people to care and good health (Nyandekwe, Nzayirambaho, & Kakoma, 2014). The functions of health financing systems are to collect revenue from government agencies, organizations, and households and enabling the sharing of financial risks among health stakeholders (Makaka, Breen, & Binagwaho, 2012). This paper presents a critical analysis and reflection on the healthcare financing system in Rwanda with an emphasis on its Community-Based Health Insurance (CBHI).
