Public processes in organizations, whether policymaking or public administration take place within a polity, an overarching political jurisdiction. Both policy-making and administration have a similar double life as a culture. It is a part of the distinct culture of its society and at the same time; it develops and nurtures its own organizational cultures (Holt, 2013). Both these cultures have substantial power over personnel administration, budgeting, decision-making and policy evaluation in organizations (Panagiotis, Alexandros, & George, 2014, p. 416). The culture of an organization is a difficult characteristic to fathom as many of the features in an organization are intangible and therefore not visible. Despite this setback, most of the authors believe that organizational culture is a crucial factor in the functioning of an organization.
