Summary of the event
Harvey started by developing into a low-pressure system east of the lesser Antilles. It later developed into a tropical cyclone in the Caribbean and then into the wave as it crossed the Yucatan Peninsula. Harvey had regenerated to become a typical depression with time, and hurricanes and storms on some Texas coast appeared. Despite the information given by the forecasts that Harvey was heading in mid-Texas, san Luis pass, and Texas, Harvey degenerated and shifted further south. Harvey further developed into a category one hurricane on August 24, 2017. It approached Texas fully developed into a category four hurricane winds at around 209 km/h (Miller & Shirzaei 2019). the wind passed along Rockport town and exposed it to the strongest winds inside the storm's eyewall. The hurricanes destroyed structured residences, and power got lost for days and to most areas for weeks. Besides, access to clean water was a problem as the water treatment plant was closed due to a lack of power.
Although people expected it to slow down with time, due to the reduction of its intensity 11km/h, it spread through Texas's southeast bring fatal flooding to Houston and the areas near Houston. It was forecasted to be a heavy rainfall of 380 to 760mm, totaling isolated to isolated rainfall of 1270mm by Thursday, August 31, 2017 (Miller & Shirzaei 2019).
