In 1966, President Johnson's education and health message to the congress began by recounting of unprecedented legislations of 88th and 89th congress. It led to the reorganization of the public health service through the 1966 comprehensive health act. It had a proposal which included; increased funding for health facilities construction, establishment new demonstration and research programs dealing with organization and delivery of health services, provision for increased training for specific kind of health personnel in shortage, enacting of higher funding levels for advance medical research in special health problems such as mental and retardation. A program of grant, which would enable states and communities plan for a better comprehensive health service. Projects grant program, proposed for special health problems not found in all parts of the country. The president directed a multifaceted effort to redirect health resources headed towards a comprehensive planning. This structure aimed at provision of a more complete health services, effective use of health resources at each level of the government.
