An emergency often requires serious and immediate attention due to its potential to cause panic and disruptions. Emergency communication plans are therefore vital to share information to key individuals and parties in an event of a crisis or an emergency. The Department of Homeland Security (DHS) and Infrastructure Security Agency (CISA) led to the development and implantation of the first NECP consistent with the requirement in Title XVIII of the Homeland Security Act of 2002, which recognized the national need for effective interoperable emergency communications systems and procedures. As a stakeholder-driven plan, the NECP’s focus is to ensure a nationwide collective effort toward achieving emergency communications operability, interoperability, and continuity. This paper will review the National Emergency Communications Plan and how the “new media” is addressed.
An emergency communication plan includes steps which each person should follow after a disaster has occurred so as to establish contact with their family members. There is ned for immediate communication as people will need to know the impact wrought by the disaster and what is ongoing. Information is vital especially when they feel threatened by the incident. A prompt response is needed, and a clear emergency communication plan established. It will assist the planners, coordinators, investors and operators in response and recovery operations. The new media has been addressed through the emergency communication plans in a number of ways.
