Representative bureaucracy is important for managing diversity in an ethnically and racially diverse society like Canada. The demographic changes in Canada have led to the transformation about approaches and attitudes about the representation of diverse communities in public policy. Employment equity policies have been implemented in Canada with the objective of developing a public service that reflects representativeness of the country’s population. Specifically, employment equity policies have specifically targeted disabled people, minority groups (visible minority), Aboriginal people, and women.
