My view is that the current planning for a WMD incident in the United States does not adequately address the health component. This assessment is based on various gaps and challenges observed in current health response plans, specifically for WMD scenarios. One key issue is insufficient integration and coordination between local, federal and state health agencies and those in the private sector. For instance, during the anthrax attacks of 2001, the public health response revealed significant gaps in preparedness, communication, and coordination among various health entities (Fagel, 2021). Furthermore, there is often a lack of standardized protocols and sufficient training for healthcare professionals to handle the unique challenges posed by a WMD incident, such as chemical, biological, radiological, or nuclear threats. Another reason the health component is inadequately addressed is the persistent underfunding and resource shortages in public health infrastructure specifically geared toward WMD threats. Hospitals may also lack the necessary surge capacity to handle mass casualties resulting from a WMD event, such as widespread radiation exposure in a nuclear attack (Fagel, 2021).

I believe local and state authorities, including local healthcare facilities, can be adequately resourced to prepare and plan for a WMD incident, contingent upon several factors. For example, the Hospital Preparedness Program (HPP) offer grants meant to enhance the preparedness of health systems for public health emergencies, including WMD events. Another cooperative agreement is the Public Health Emergency Preparedness PHEP), which has helped improve the capacity of local health departments and hospitals (Fagel, 2021).
Furthermore, enhancing cooperation between federal, state, and local authorities and cooperation with the private sector has improved resource management and preparedness planning. The development of regional health emergency preparedness coalitions and including healthcare facilities in general emergency management plans indicate a proactive attempt to deal with possible funding and resource deficiencies. Besides, the latest federal budgets reveal another positive trend: the focus on protecting the homeland and public health preparedness, and, therefore, the prospects for maintaining, at worst, and increasing funding for these programs.
