Community work involves giving service to vulnerable and marginalized members of the society. A code of ethics is the benchmark of what is expected of a community services worker when discharging duties in the profession. Rights and responsibilities of a community services worker to the client, agency, and stakeholders and significant others include:
Client
Right to information and consent
A community services worker is obliged to inform the client about all the services they offer. In cases where referrals and professional consultations are to be made, a community services worker should seek the informed consent of the client (Pawar, 2014).
Respect
A community services worker is obliged to safeguard and acknowledge choices made by the client. A client should be allowed to make free choices without coercion or gagging. The community services worker has a duty to utilise skills and knowledge in order to promote the well-being of clients.
Privacy and Confidentiality
The community services worker should keep private all the information that the client discloses during an assessment. In addition, the community services worker is judged with the duty of safeguarding the human value of the clients.
Agency
Meeting agency expectations
A community services worker is expected to safeguard the policies and practices of the agency. A code of the agency’s ethics should be the guideline of the community services worker in discharging duties.
Accountability
Being an employee of the agency, a social worker is obliged to carry out duties diligently as stipulated in the terms of employment. He/she should work in line with agency policies, procedures and practices and report any contradictions to the agency.
Loyalty
The community service practitioner should discharge duties without going against the agency’s set rules and regulations. Laid down procedures should be used when expressing contrary opinions.

Integrity
A community services worker should be a team player and demonstrate respect to colleagues. He /she should uphold the dignity of other social practitioners and value their worth in the workplace. A community services worker is obliged to take care of his/her family. The community services worker has a responsibility to attend to family needs, friends and participate in society development projects.
Professional conduct
When discharging duties, a community services worker ought to exercise professional conduct and refrain from activities that can compromise or infringe the rights of clients and colleagues. To the family, friends and the society at large, a community services should treat these members with respect.
Equity
A social worker should treat all clients, colleagues and stakeholders impartially (Ivison, 2008). A community services worker is obliged to extend the impartial treatment given to clients and colleagues to other society members.
Initial Assessment
The community services worker identifies Salat to having multiple of complex issues: He explains that he lost his job unfairly, and he is seriously in need of another job, has family problems as he suspecting his wife of infidelity, he is distressed following the violence and killings he experienced when he was a teenager in his home country and feels not appreciated by his wife.
Domain Based Assessment
Clients who seek the services of a community services worker give varied reasons for doing so. In order to scrutinize and identify these needs, community services worker must collect and analyze the information given by clients. In Salat’s scenario, a community services worker will use domain based assessment in determining Salat’s needs because it covers a range of domains of a client’s life such as Psychological, emotional, physical and social needs. Based on this case, the client has both psychological and social needs.
The client is distressed not only for having been dismissed from his job but also the manner the supervisor called him abusive names. Salat has a relationship problem with his wife.
Top five issues
Salat is experiencing many issues that can be prioritised based on urgency and necessity.
What Salat lists as his top five issues?
* Salat urgently needs a job. He says he unfairly lost his job and is now strongly in need of another job.
* Salat needs a relationship counselling. His marriage is experiencing domestic violence, doubts of infidelity and impending marriage breakdown.
* Belonging. Salat admits feels lonely both at his home and in the external world.
* He needs to move on from the horrible violence and killings he experienced when he was a teenager. He feels distressed from this horrible experience.
* Salat needs to fix the sleeping problems as he experiencing nightmares to due to violence and killings he experienced at his home country.
What Salat’s wife would list as Salat’s top five issues:
* Salat needs personal counselling to deal with trauma and horrible events of killing that he experienced when he was a teenager.
* He needs a relationship counselling because their marriage is experiencing violence.
* He needs a job
* Salat needs belonging
* Salat needs to fix sleeping problems as he is experiencing nightmares because of the violence and killings he experienced when he was a teenager.
What the community service worker would list as the top five concerns of the case:
* Reducing the likelihood of Salat’s wife being harmed by Salat.
* Linking Salat with Networks Employment agency to help him secure a job
* Conducting a relationship counselling
* Seeking informed consent from Salat to have his wife present so as to help them fix violence and infidelity issues in their marriage
* Conducting counselling to help Salat move on from the violence and killings he experienced in his home land.
Theoretical Framework
Abraham Maslow’s hierarchy of needs theory provides a basis of prioritising needs. Abraham Maslow prioritises needs according to necessity. He ranks Physiological needs such air, food, shelter, and sex first. Second are safety needs. He ranks love and belonging needs as third, esteem needs as fourth and finally actualization needs in that order (Segadimo, 2006). Salat’s needs are currently not being met at each of the levels. His physiological needs are not met. He has no job thus challenging to meet basic needs such as food and shelter. The urgent need of Salat is to get a job to enable him meet his basic needs. He too needs love and belonging.
Needs of the Client and Developing a Plan
Assisting the client to identify his/her needs is vital in empowering the client to acknowledge and participate in the assessment process. Salat needs a job and love. A plan incorporates the service provider, client and stakeholders. It helps a client who has multiple needs receive service from a more than one source. It stipulates who is providing the service to the client, intended goals and actions within a given time frame.
