Part 1. Define the policy issue
HIV/AIDS policy is a particularly useful issue for studying processes of policy making both because it presents an ever-changing stream of challenges to policy makers and because it often affects socially marginalized groups that the state has historically had difficulty serving. In addition, HIV/AIDS remains a salient problem even in the developed world, infecting and killing many thousands of people each year, and the stakes of national policy decisions are high. Societies have grappled with the myriad medical and social challenges presented by HIV/AIDS from many angles: non-governmental organizations deliver social services and coordinate access to medical care; governments establish HIV clinics, purchase medications, run prevention programs, and pursue scientific research; international authorities coordinate relief efforts, channel resources from richer to poorer nations, and nurture effective prevention programs and treatment practices.
